in the previous version, region_mask_0.1global_20080627, 92 previously undefined
points in Argentina were assigned to the Atlantic.  now, 91 of these have
been assigned to the Southern Ocean, with only the furthest east point
remining in the Atlantic.

changes were made using fix_region_mask.f90
