Changes from Peter Thornton

There are three differences between this and the previous version:
pft-physiology.c081002

1. The fine root : leaf allocation ratio for C3 arctic grass has been
changed from 2.0 to 1.0
2. The fine root : leaf allocation ratio for C4 grass has been changed
from 3.0 to 2.0
3. The fraction of woody allocation that goes to live wood has been
changed for broadleaf deciduous boreal shrub from 0.5 to 0.1

Changes 1 and 3 are intended to improve the high-latitude productivity
in CN, by increasing carbon available for allocation to leaves in arctic
grasses and reducing maintenance respiration costs in boreal shrubs.

Change 2 is put in place to keep the fine-root allocation parameters
consistent for all non-arctic grasses, since I didn't have a good basis
for the previous difference between C3 and C4 temperate grass allocation
ratios.
