Keith's run was using the landfrac from CAM's high resolution topo dataset.
Sam Levis has a tool to convert this dataset from that landfrac to the
1.9x2.5_gx1v4 landfrac.  I gave him a clm initial file that's consistent
with the 1.9x2.5_gx1v4 landfrac to use as a template for his tool.  The
template file was a restart file from a 1 day run of conv06_cam3_4_03 which is 
using clm3_expa_95.  The land fraction is from
